The Public Information Office reports the arrest of a Valley Stream man for Aggravated Driving While Intoxicated (Leandra’s Law) that occurred on Saturday, September 5, 2026 at 10:44 PM in Valley Stream.
According to police, officers observed a 2024 Honda CRV traveling westbound on Sunrise Highway failing to maintain lanes. Officers activated their emergency lights/sirens and a Vehicle and Traffic Law (VTL) stop was conducted in the vicinity of Brooklyn Avenue and 6th Street. An investigation resulted in the operator of the vehicle, defendant Elmer Martinez-Serrano, 28, of 114 Derby Street to be intoxicated and was placed under arrest. A three-year-old female child was a passenger in the vehicle and released to a family member. There were no injuries reported at scene.
Defendant Elmer Martinez-Serrano is being charged with Aggravated DWI - Child Passenger less than 16, DWI, Endangering the Welfare of a Child and multiple VTL violations. He will be arraigned on Sunday, September 6, 2026 at First District Court, 99 Main Street, Hempstead.
